Commands: Voice connected members management

The "Voice connected members management" commands: what they do, their arguments and examples.

To manage members in voice, during an event or to moderate:

+voicekick @member disconnects them from voice, +cleanup #channel disconnects everyone from a voice channel.
+bringall gathers every member in voice into your channel, or into another one: +bringall #channel.
+voicemove #channel moves everyone in your channel to #channel, +voicemove @member brings that member to your channel, +voicemove #channel1 #channel2 moves one channel to another. With nothing after it, the bot waits for you to switch channels and brings along those who were with you.

+voicelimit limits how often each member can use these commands within a given time, to prevent abuse.

The step-by-step guide

`+voicemove`

+voicemove [channel] [channel]: Moves members from one voice channel to another. A departure and an arrival can be specified, each one either a voice channel or a member
+voicemove #channel: everyone in your channel goes to #channel;
+voicemove @member: that member comes to your channel;
+voicemove #channel1 #channel2: all of #channel1 goes to #channel2 (a member instead of a channel works too);
+voicemove on its own: the bot waits for you to switch channels and brings along those who were with you.

Default level: Perm 2

The creator of a temporary voice channel can also use it in their own channel, if allowed (+tempvoc cmd).

You can give several voice channels at once.
Example: +cleanup #voice-1

+bringall [channel]: Moves all members voice connected to a specific voice channel

Only humans are moved. Without a channel, it is the voice channel you're in.
Examples: +bringall, +bringall #stage

Default level: Perm 3

+voicelimit: Opens the panel capping how often each voice moderation command may be used, per member

For each of the four commands (+voicemove, +voicekick, +cleanup, +bringall), the panel sets a number of uses per member over a period of time, against abuse.
