By default, only the bot's owners can use it. To hand it over to your team, give permission levels to roles:
+set perm 1 @Moderatorgives Perm 1 to a role: deleting messages, warn, mute. Perm 2 adds kick, ban and locking channels, Perm 3 the full management of the server.- Each level also holds the commands of the levels below it.

Sanctioning a team member
Sanctions (ban, kick, mute, warn, derank, blacklist) only reach a member of a lower level than yours, or of the same level if they don't have access to the command themselves. So two Perm 2 members can't ban each other, since both have the ban; but a Perm 1 given the ban as well (+set perm ban @member) can ban another Perm 1.
In some channels only
Add the channels at the end: +set perm ban @member #channel gives the ban in #channel only, and +del perm is written the same way. The channel must be mentioned: running the command in a channel doesn't restrict the permission to it.
Members without a permission
They can only use a few commands, like +snipe. With +public on, they also get the public commands (+help, +pic, +calc…), and +public deny #channel turns them off in one channel.
+blbot add @member forbids every bot command to a member.
Changing the commands' levels
+change ban 3 moves the ban to Perm 3, +change ban 7 creates a level 7 (up to 9) holding the ban. +changeall 3 4 moves every Perm 3 command to Perm 4, +change reset puts everything back to default. These settings apply to every server of the bot and are kept for its buyer.

Without a bot permission, a member only gets the "everyone" commands (like +snipe). on also opens the public commands to them (+help, +pic, +calc, +wiki…); off by default. deny turns them off in one channel, allow opens them there even when it is off, reset makes it follow the server setting.

+perms
+perms: Shows roles and users with permissions on the bot, including channel-restricted ones
The list gives each role or member with its level or its commands, and the channels a permission is limited to.
+set perm
+set perm <permission/command> <role/member> [channel]: Grants access to a permission level to a role or a member, optionally only in given channels
Give a level (1 to 9) or a command's name, then a role or a member. Each level holds the commands of the levels below it; +helpall lists them. Add channels at the end to limit the permission to those channels: they must be mentioned, typing the command in a channel isn't enough.

+del perm <permission/command> <role/member> [channel]: Removes a permission from roles or members, server-wide or in given channels
The command is written like +set perm; with channels at the end, only the permission limited to those channels is removed.

+clear perms
+clear perms: Removes all bot permissions from all roles
Every role and member of this server loses its permissions on the bot; only the owners keep control.
+blbot
+blbot: Shows all member forbidden from using the bot+blbot <add/del> <member>: Adds or removes a member that is complitely forbidden from using the bot+blbot clear: Clears all member in the blacklist bot
The member can no longer use any of the bot's commands on this server, whatever their permissions.
Examples: +blbot add @member, +blbot del @member, +blbot clear
+change
+change <command> <permission>: Changes the permission level needed to run a specific command
The level is a digit from 1 to 9, or a word: public, everyone, owner, buyer, or off to turn the command off. The change applies to every server of the bot; it is kept for the buyer.
Examples: +change ban 3, +change snipe public, +change say owner
+changeall
+changeall <permission> <permission>: Transfers all commands from one permission level to another
It works like +change, but on every server of the bot; kept for the buyer.
Example: +changeall 3 4
+change reset
+change reset: Resets permission levels for all commands
Undoes every +change and +changeall, on every server of the bot.
